Leads count raw numbers in each category. Larger is not always stronger: a modern fleet can beat a bigger, older one.

Two militaries shaped by the same war

Every number on this page has been bent by the war that began with Russia’s full-scale invasion in February 2022. Russia spent an estimated $190 billion on its military in 2025, about 7.5% of its GDP. Ukraine spent an estimated $84 billion, which SIPRI calculates at 40% of GDP, the heaviest burden of any country in the world.

Russia keeps a large lead in almost every equipment category, especially aircraft, artillery and ships. Ukraine has no major surface warships or submarines left, and has instead used naval drones and missiles to push much of Russia’s Black Sea Fleet away from its coast.

Why the totals are less certain here

Equipment counts for both sides change week to week as vehicles are destroyed, captured, repaired or delivered by partners. Ukraine’s reserve figure reflects mobilisation rather than a peacetime reserve system. Treat these numbers as an approximate snapshot rather than a precise order of battle.
